How can my new state know I'm not having state taxes deducted from my pay?
Q. I have moved to a state with a state income tax from one that does not. I still own property in the previous state as well as my new one. My company which is based in my old state has not started to take out state taxes. How will this be detected from my new state?

A. if you keep your "home address" with your company as the state with no income tax, and have your pay direct deposited, with the stubs sent to the address with no income tax, then you should be fine. your W-2 will reflect your "income state" as the one with no income tax.

What state has the lowest property taxes?
Q. After 20 years in the Military moving from state to state and country to country and after working overseas as a civilian for the last 10 years were ready to settle down and retire. We are now looking for a state to retire to that has low property taxes, not too cold of a climate, reasonably price homes, low crime and a city no larger than 500,000 people. We do not have any kids in school so the school system is not important to us. We lived in Texas and the property taxes are high, also lived in Georgia where the property taxes are not to bad. If we had a $250,000 home in your area what would the property taxes be?

A. Here is some info.- Best and Worst States: Based on data from the 2002 census, the following five states have the lowest local property taxes per capita/year. They are Arkansas ($191), Alabama ($285), Kentucky ($376), New Mexico ($380), and Oklahoma ($425). The states with the highest local property taxes per capita/year are: New Jersey ($1,871), Connecticut ($1,733), New York ($1,402), and Rhode Island ($1,369).

Are state income taxes based on the address of the employer or the employee?
Q. I worked in New York over the summer, but I'm a California resident, and I used my California address for all the paperwork, so that's the address listed on my W-2 (and also where all my paychecks were sent). I have to file tax returns for both states either way, but I'm not sure whether to list my summer pay as NY or CA income. Is what state my income was earned in determined by my employer's address, or by my address as listed on my W-2? If it's considered NY income, then do I file my CA tax return as a part-year resident, or will I have to CA tax on it as well?

A. pisceswise is correct, but not complete. You will file a NY Non Resident return for your New York income only. You will file a CA Resident Return for all income including the income earned in NY. CA should give you a credit for taxes paid to NY. If CA's tax rate is higher than NY, your credit should be the total amount of tax paid to NY. If CA is lower, then your credit will be limited to the tax that CA would have assessed on that income.
